That is, admittedly, a bad title to open a post about a horn not working. Here we are, so I’m going with it. Bottom line, the horn on Half & Half has stopped working. I can tell you now, that you should start with a fuse when troubleshooting. That turned out to be the culprit and was much easier to change than the clock-spring.
If you look up “horn not working” or some other variant related to TJ’s you’re going to find the same stuff that I did. The clock -spring kept coming up as the culprit, so that is what I went with. It’s a straight forward process, but it does require a steering wheel puller. There are discussions around whether or not you need this special tool, but it’s what I used and it was easy enough.

Easy enough to take the horn off the steering wheel, as it’s just two bolts in the back of the steering wheel. Disconnect the cable from the back of the airbag module, take the nut off the steering wheel bolt, and you are ready to hook up the steering wheel puller.

With the steering wheel off you can easily get the clock spring out. From there it’s as easy as doing everything in reverse, making sure to line up the steering wheel to level. This process can seem like a daunting task, but it’s not that bad at all. Some patience and a little time will get you through this.

That said, this did not fix my issue! My issue turned out to be the horn fuse, but I still appreciate the understanding I gained from changing out the clock-spring. This is something that anyone can do. You may need to rent the tool from your local hardware store. I would not recommend trying this with a pry-iron or crowbar, but you do you.
